Befriending a bully sometimes nets you a bully of your own. Instead of wondering what kinds of kids get targeted I think you should just be vigilant for signs of your kids being bullied.
Bullies usually target weak and timid children. It is not physically but mentally weak. Your child can be short and skinny, but if he has strong personality, nobody would touch him.
I would say that bullies will target kids who are the "free spirit" type who don't necessarily conform to a group norm and who aren't afraid to be their own person. Bullies don't like that.
