I think kids can go out with a group of friends when they are 12 or so. I would make sure that they knew the rules. What streets they can go on, what time to be back, and carry a cell phone.
Never. Honestly, there are too many things that go on anymore for any of them ever to be without someone there. Especially on a night of mischief like this one. I would never let my kids out by themselves under the age of 16.
