How do you go about adopting your step children?

Can any of the dads help me with this one. My step kids biological father has not been involved in their life for almost two years now. He has had absolutely no contact with them what so ever. His doing not ours! I believe it is time they become mine officially and legally. What is the first steps in this process that i need to take?
